國際標準化組織(ISO)于近日發布了ISO 22000:2018食品安全管理體系標準的最終版本。獲證組織須在2021年6月19日之前過渡到2018版標準。現將ISO 22000:2018原文及關鍵變動奉上。
因采用HLS導致的變動
業(ye)務環境和(he)相關(guan)方(fang):第4.1章(zhang)外部和(he)內部事項中(zhong)對于系統性地確(que)定和(he)監測(ce)商業(ye)環境有新的(de)規(gui)定,第4.2章(zhang)相關(guan)方(fang)的(de)需(xu)求(qiu)和(he)期望(wang)中(zhong)介(jie)紹了(le)可(ke)能(潛(qian)在(zai))影響管理體(ti)系實現(xian)預期結果能力的(de)因(yin)素(su)的(de)識別和(he)理解需(xu)求(qiu)。
進(jin)一(yi)步(bu)強調領導作用和管理承諾:第5.1章目前包含(han)了積極參與(yu)和對(dui)管理體系的有效性承擔責任的新需求。
風(feng)險(xian)管理:第6.1章(zhang)要(yao)求公司決(jue)定、考慮并在(zai)必(bi)要(yao)時采取行(xing)動(dong),以解決(jue)可能(neng)影(ying)(ying)響(無論正面還(huan)是(shi)負(fu)面影(ying)(ying)響)管理體系實(shi)現其預期結果的能(neng)力(li)的任何風(feng)險(xian)。
進一步側重于目標驅動的改進:這些變動包(bao)含(han)在第(di)6.2章(zhang)以及(ji)第(di)9.1章(zhang)的績效評估中(zhong)。
與溝(gou)通相關的延伸要求:目前(qian)第7.4章對溝(gou)通“機制”有了更多規定,包(bao)括決定溝(gou)通的內容、時間和方式。
對食品安(an)全文(wen)件(jian)的要(yao)求放寬:該變動包(bao)含在第(di) 7.5章中,仍(reng)然要(yao)求有文(wen)件(jian)化信息。必須對文(wen)件(jian)化信息加以控制,確保其受到充分保護(hu)(ref.7.5.3)。刪(shan)除了對文(wen)件(jian)化程序的明確要(yao)求。
其他變動
PDCA循環(huan): 標準明確了策(ce)劃——實施——檢查——處置(PDCA)循環(huan),采用兩(liang)套并(bing)行的獨立(li)循環(huan):一套涵(han)蓋了管(guan)理體系,另一套涵(han)蓋了HACCP原則。
當前范圍特別包含了動(dong)物食(shi)品(pin)(pin): 動(dong)物食(shi)品(pin)(pin),不用(yong)于(yu)(yu)生(sheng)產供人類(lei)消費的食(shi)品(pin)(pin)。飼料僅(jin)用(yong)于(yu)(yu)喂養提供食(shi)品(pin)(pin)的動(dong)物。一些(xie)定義發生(sheng)重大變(bian)動(dong): “傷害”被“負面健康影響”取(qu)代,以確保與(yu)食(shi)品(pin)(pin)安全危害定義的一致性。用(yong)“保障”一詞強調了消費者與(yu)食(shi)品(pin)(pin)產品(pin)(pin)之(zhi)間的關系(xi)基于(yu)(yu)食(shi)品(pin)(pin)安全保障。

食(shi)品安全管(guan)理體系目(mu)(mu)標: 第6.2.1章中進(jin)一步規定了設立食(shi)品安全管(guan)理體系的目(mu)(mu)標,包括諸(zhu)如(ru)“符合客(ke)戶要求(qiu)”、“予以監(jian)視”和“得(de)到(dao)驗證”等項目(mu)(mu)。
控制外部(bu)提供的(de)過(guo)(guo)程、產(chan)品(pin)或服務——第7.1.6章: 本(ben)條款介(jie)紹了產(chan)品(pin)、過(guo)(guo)程和服務(包括外包過(guo)(guo)程)供應(ying)商的(de)控制要求(qiu),確保就相關要求(qiu)開展充分溝通,以(yi)滿足食品(pin)安全管(guan)理體(ti)系的(de)要求(qiu)。
此(ci)外,與ISO 22000:2005相比,ISO 22000:2018在涉及HACCP系統方面也有(you)一(yi)些關鍵變動(dong)。

Food safety management systems -- Requirements for any organization in the food chain
This document specifies requirements for a food safety management system (FSMS) to enable an organization that is directly or indirectly involved in the food chain:
a) to plan, implement, operate, maintain and update a FSMS providing products and services that are safe, in accordance with their intended use;
b) to demonstrate compliance with applicable statutory and regulatory food safety requirements;
c) to evaluate and assess mutually agreed customer food safety requirements and to demonstrate conformity with them;
d) to effectively communicate food safety issues to interested parties within the food chain;
e) to ensure that the organization conforms to its stated food safety policy;
f) to demonstrate conformity to relevant interested parties;
g) to seek certification or registration of its FSMS by an external organization, or make a self-assessment or self-declaration of conformity to this document.
All requirements of this document are generic and are intended to be applicable to all organizations in the food chain, regardless of size and complexity. Organizations that are directly or indirectly involved include, but are not limited to, feed producers, animal food producers, harvesters of wild plants and animals, farmers, producers of ingredients, food manufacturers, retailers, and organizations providing food services, catering services, cleaning and sanitation services, transportation, storage and distribution services, suppliers of equipment, cleaning and disinfectants, packaging materials and other food contact materials.
This document allows any organization, including small and/or less developed organizations (e.g. a small farm, a small packer-distributor, a small retail or food service outlet) to implement externally-developed elements in their FSMS.
Internal and/or external resources can be used to meet the requirements of this document.
