國務院總理李克強9月6日(ri)主持召開國務院常務會議(yi),部署(shu)在更大范圍推進“證照分離”改革試點并再取消一批行政許可事(shi)項,使營商環(huan)境更加公平(ping)公正;確定推進質(zhi)量認(ren)證體系(xi)建(jian)設的措施,加強事(shi)中事(shi)后監管(guan)提(ti)升中國制(zhi)造品質(zhi)。
會議(yi)(yi)指出(chu)(chu),擴大實(shi)(shi)施(shi)(shi)“證(zheng)(zheng)(zheng)照(zhao)分離(li)”改革(ge),是(shi)(shi)深化(hua)簡(jian)政(zheng)(zheng)放(fang)權、放(fang)管(guan)(guan)(guan)結合(he)、優化(hua)服務改革(ge)的(de)(de)重(zhong)(zhong)要(yao)內容(rong),是(shi)(shi)提高(gao)(gao)營商環境競(jing)爭力、釋放(fang)全(quan)社會創業(ye)創新活力的(de)(de)重(zhong)(zhong)要(yao)舉措。為(wei)進(jin)一(yi)(yi)步(bu)降低企(qi)業(ye)制(zhi)度性(xing)交易(yi)成(cheng)本(ben),以(yi)(yi)利(li)(li)(li)供給(gei)側(ce)結構性(xing)改革(ge),會議(yi)(yi)決(jue)定(ding),將2015年(nian)上(shang)海浦東(dong)新區(qu)率先(xian)開(kai)展(zhan)“證(zheng)(zheng)(zheng)照(zhao)分離(li)”改革(ge)試點(dian)、清理(li)116項(xiang)(xiang)(xiang)行(xing)(xing)政(zheng)(zheng)許可(ke)(ke)(ke)事(shi)項(xiang)(xiang)(xiang)的(de)(de)做法(fa)(fa)推廣到(dao)天津、遼寧(ning)、浙江、福建、河南(nan)、湖北(bei)、廣東(dong)、重(zhong)(zhong)慶、四川、陜西(xi)10個(ge)自貿試驗(yan)區(qu),繼續探索破解企(qi)業(ye)面臨(lin)的(de)(de)“辦(ban)照(zhao)容(rong)易(yi)辦(ban)證(zheng)(zheng)(zheng)難”、“準(zhun)入(ru)不準(zhun)營”等(deng)突出(chu)(chu)問題(ti),打(da)通“最后一(yi)(yi)公(gong)(gong)(gong)里”。一(yi)(yi)是(shi)(shi)除(chu)涉及國(guo)家安全(quan)、公(gong)(gong)(gong)共安全(quan)、生(sheng)態安全(quan)和(he)公(gong)(gong)(gong)眾健康等(deng)重(zhong)(zhong)大公(gong)(gong)(gong)共利(li)(li)(li)益外,把營業(ye)執照(zhao)與能(neng)分離(li)的(de)(de)許可(ke)(ke)(ke)類(lei)證(zheng)(zheng)(zheng)相分離(li),并根據地方(fang)實(shi)(shi)際采取(qu)其他(ta)管(guan)(guan)(guan)理(li)辦(ban)法(fa)(fa),實(shi)(shi)現(xian)持(chi)照(zhao)即(ji)可(ke)(ke)(ke)經(jing)營。上(shang)海浦東(dong)新區(qu)已試點(dian)的(de)(de)116項(xiang)(xiang)(xiang)許可(ke)(ke)(ke)事(shi)項(xiang)(xiang)(xiang)在(zai)上(shang)述(shu)區(qu)域適用,期限同樣(yang)截(jie)至(zhi)2018年(nian)12月21日(ri)。經(jing)省級(ji)政(zheng)(zheng)府批(pi)準(zhun)后,有條(tiao)件的(de)(de)國(guo)家自主(zhu)創新示范區(qu)、國(guo)家高(gao)(gao)新技術產(chan)業(ye)開(kai)發區(qu)等(deng)也可(ke)(ke)(ke)推廣這些改革(ge)措施(shi)(shi)。另外,對(dui)(dui)其他(ta)不涉及修改法(fa)(fa)律法(fa)(fa)規、國(guo)務院文(wen)件的(de)(de)行(xing)(xing)政(zheng)(zheng)審(shen)(shen)(shen)(shen)批(pi)等(deng)事(shi)項(xiang)(xiang)(xiang),地方(fang)可(ke)(ke)(ke)自行(xing)(xing)確定(ding)是(shi)(shi)否復制(zhi)自貿試驗(yan)區(qu)試點(dian)做法(fa)(fa)。二是(shi)(shi)對(dui)(dui)市(shi)場機制(zhi)能(neng)夠有效調節、企(qi)業(ye)能(neng)夠自主(zhu)管(guan)(guan)(guan)理(li)以(yi)(yi)及通過事(shi)中事(shi)后監(jian)(jian)管(guan)(guan)(guan)可(ke)(ke)(ke)以(yi)(yi)達到(dao)原(yuan)來(lai)設(she)定(ding)證(zheng)(zheng)(zheng)照(zhao)目(mu)的(de)(de)的(de)(de)事(shi)項(xiang)(xiang)(xiang),要(yao)逐步(bu)取(qu)消(xiao)(xiao)或改為(wei)備案管(guan)(guan)(guan)理(li)。將與經(jing)營活動相關(guan)、屬(shu)于信(xin)息采集、記載公(gong)(gong)(gong)示和(he)管(guan)(guan)(guan)理(li)備查(cha)類(lei)的(de)(de)證(zheng)(zheng)(zheng)照(zhao)進(jin)一(yi)(yi)步(bu)整合(he)到(dao)營業(ye)執照(zhao)上(shang)。三是(shi)(shi)創新事(shi)中事(shi)后監(jian)(jian)管(guan)(guan)(guan)。取(qu)消(xiao)(xiao)審(shen)(shen)(shen)(shen)批(pi)、改為(wei)備案或實(shi)(shi)行(xing)(xing)告知承諾制(zhi)后,要(yao)完善(shan)信(xin)用評(ping)級(ji)、信(xin)息公(gong)(gong)(gong)示抽查(cha)等(deng)措施(shi)(shi),推進(jin)綜合(he)監(jian)(jian)管(guan)(guan)(guan),促進(jin)部門(men)間業(ye)務協同,更(geng)大便利(li)(li)(li)群眾和(he)企(qi)業(ye)辦(ban)事(shi)創業(ye)。會議(yi)(yi)同時決(jue)定(ding),再取(qu)消(xiao)(xiao)物業(ye)服務企(qi)業(ye)一(yi)(yi)級(ji)資質核定(ding)、對(dui)(dui)外承包工(gong)程項(xiang)(xiang)(xiang)目(mu)投標核準(zhun)等(deng)52項(xiang)(xiang)(xiang)國(guo)務院部門(men)行(xing)(xing)政(zheng)(zheng)許可(ke)(ke)(ke)事(shi)項(xiang)(xiang)(xiang),以(yi)(yi)及生(sheng)產(chan)建設(she)項(xiang)(xiang)(xiang)目(mu)水土保持(chi)設(she)施(shi)(shi)驗(yan)收審(shen)(shen)(shen)(shen)批(pi)、在(zai)林區(qu)經(jing)營(含加工(gong))木材審(shen)(shen)(shen)(shen)批(pi)等(deng)22項(xiang)(xiang)(xiang)中央指定(ding)地方(fang)實(shi)(shi)施(shi)(shi)的(de)(de)許可(ke)(ke)(ke)事(shi)項(xiang)(xiang)(xiang),其中23項(xiang)(xiang)(xiang)將提請全(quan)國(guo)人大常(chang)委會修法(fa)(fa)取(qu)消(xiao)(xiao)。至(zhi)此本(ben)屆(jie)政(zheng)(zheng)府以(yi)(yi)來(lai)累(lei)計(ji)削減審(shen)(shen)(shen)(shen)批(pi)事(shi)項(xiang)(xiang)(xiang)697項(xiang)(xiang)(xiang),約占總數的(de)(de)41%。會議(yi)(yi)要(yao)求,審(shen)(shen)(shen)(shen)批(pi)取(qu)消(xiao)(xiao)后,相關(guan)部門(men)的(de)(de)監(jian)(jian)管(guan)(guan)(guan)責任要(yao)強(qiang)化(hua),防止(zhi)出(chu)(chu)現(xian)監(jian)(jian)管(guan)(guan)(guan)空白,堅決(jue)維護公(gong)(gong)(gong)平公(gong)(gong)(gong)正的(de)(de)市(shi)場秩序。
會議認(ren)(ren)(ren)(ren)(ren)為,按照(zhao)推進(jin)供給側(ce)結構性改(gai)革(ge)的要(yao)求,推行和(he)(he)強化(hua)(hua)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng)這一市場(chang)經濟(ji)基礎(chu)性制度,有利(li)于(yu)加(jia)強質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)監管,營造公平(ping)競爭市場(chang)環境,促(cu)進(jin)中(zhong)國(guo)制造提質(zhi)(zhi)(zhi)(zhi)(zhi)升(sheng)級、邁向中(zhong)高端(duan)。會議確定,一要(yao)大力(li)推廣(guang)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)管理先進(jin)標(biao)(biao)準和(he)(he)方法(fa),以(yi)航(hang)空、鐵(tie)路、汽(qi)車、信息等(deng)(deng)(deng)產(chan)(chan)業(ye)為重點(dian),利(li)用信息化(hua)(hua)、智能(neng)化(hua)(hua)手段,加(jia)快完(wan)善和(he)(he)提升(sheng)適合(he)行業(ye)特(te)點(dian)的質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)管理體系(xi)。2018年(nian)全(quan)面完(wan)成(cheng)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)管理體系(xi)認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng)升(sheng)級,并逐(zhu)步(bu)擴大認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng)覆蓋面,引(yin)導(dao)各類(lei)企業(ye)尤其是服(fu)務型、中(zhong)小微(wei)企業(ye)獲得質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng)。二要(yao)引(yin)導(dao)和(he)(he)強制相結合(he)。對涉及安(an)全(quan)、健康、環保等(deng)(deng)(deng)產(chan)(chan)品實(shi)施強制性認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng)。采取(qu)激勵措施,鼓勵企業(ye)參與自(zi)愿(yuan)性認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng),推進(jin)企業(ye)承諾制,以(yi)接受社會監督。大力(li)開展(zhan)綠色(se)有機、機器人(ren)、物聯網等(deng)(deng)(deng)高端(duan)產(chan)(chan)品和(he)(he)健康、教育、電商等(deng)(deng)(deng)領域(yu)服(fu)務認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng),打(da)造質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)品牌。三要(yao)探索創新質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)標(biao)(biao)準管理方式,對新技術(shu)、新產(chan)(chan)品、新業(ye)態實(shi)施審(shen)慎監管。四要(yao)強化(hua)(hua)監管,嚴格資質(zhi)(zhi)(zhi)(zhi)(zhi)認(ren)(ren)(ren)(ren)(ren)定標(biao)(biao)準,加(jia)快推動(dong)檢(jian)驗(yan)檢(jian)測(ce)認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng)機構與政府部門脫(tuo)鉤,培(pei)育發展(zhan)檢(jian)驗(yan)檢(jian)測(ce)認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng)服(fu)務業(ye)。清(qing)理整(zheng)合(he)現有認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng)事項,取(qu)消不合(he)理收(shou)費(fei)。建(jian)立質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng)全(quan)過(guo)程追溯(su)機制,嚴厲(li)打(da)擊(ji)假認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng)、買證(zheng)(zheng)(zheng)賣證(zheng)(zheng)(zheng)等(deng)(deng)(deng)行為。五(wu)要(yao)深化(hua)(hua)質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)認(ren)(ren)(ren)(ren)(ren)證(zheng)(zheng)(zheng)國(guo)際合(he)作互認(ren)(ren)(ren)(ren)(ren),加(jia)快建(jian)設質(zhi)(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)強國(guo)。
